Private Theodore (Theo) Colley Williams came into the world in Thomaston, Maine, in 1892. After his schooling, he worked at the Pratt & Lambert paints in Buffalo, NY, until he was drafted into the army. After training, he volunteered for overseas service and was eventually assigned to Company C, 28th Infantry, 1st Division of the AEF in France. Shortly after his arrival, the 28th Infantry went over the top at Cantigny in May, the first major action of the AEF.
Theo was killed in action on the second day of the Battle for Soissons, 19 July 1918. Nearly two months later, his mother, Clara, received the above notification. From the comments on the telegram, it appears possible she was read the message via telephone and subsequently had the document mailed to her. Her son was eventually buried in the Thomaston community cemetery.
